The proposal adopts an urban design strategy introducing a reticulated grid in which construction is implanted with relative freedom, relating with the grid in various different ways. Instead of the classical orthogonal system a variety of building implementation schemes was planned, allowing a fluid urban space, while defining it clearly.

The orientation of the grid was set to maintain existing natural routes, while suggesting new pathways resulting from the dynamics created by the proposal. In its ends the grid adapts to the surroundings creating an urban stretch coherent with the rest of the city.

The densification of the public spaces network is achieved with a new square, "clone" of the existing one on the flank of Rua de São Roque, forming a "twin square" system. Covering the railway trench would create an extended public space, wich could be used for a community recreational area. The most recent roads were integrated in the project, redesigned in accordance with urban criteria, instead of pure mobility ones.
