"Respecting the city's overall image and accepting the preponderance of the pre-existence, the project proposes a reinterpretation of the existing structures operating from within, stating its contemporary condition in the construction of an image of modernity, functionality, contemporaneity and efficiency.
The project aimed at designing fluid, organic and versatile spaces for public use, while constantly taking special care at controlling the use of natural light, making it abundant throughout the building, either through the existence of skylights, or with the use of patios for the lighting of the basement floor.
The relationship between the enclosed and the exterior spaces was a central and decisive factor in the design. It proposed two courtyards that pierced the entire building illuminating the basement floor with natural light, as well as being external extensions of the adjacent inner areas.
